How much power will a LS1 C5 corvette make with I/H/E and a tune? Will it pass NJ inspection?

Its a 1999 Corvette 6 spd, has kooks headers cat delete,a z06 intake, and 160 degree thermostat. I will be changing the stock exhaust for a oem titanium z06 exhaust to keep it quiet for the neighboors but a bit more than stock. What kind of hp/tq numbers woudl you expect after a tune? Any other suggestions before getting a tune done?
