How to make friends in random places?

I'm home from college so all the friends I made are inaccessible till I get back. I never really had any true friends in high school expect for one, but he tends to be very boring and insecure. Even though he is my best friend I want to reach out to people so I can enjoy my summer here. I don't really know what to do though, it's not as easy as being in school were you can just talk to anyone. I'm 19 and I have a car. Club scenes are not really my thing, where can I go to make friends?
